...in my opinion, Rutherford B. Hayes, or 144 years ago. Every president after either received multiple terms or ran for a 2nd.

The only presidents after him that did not run twice or ran a first time to supplement their partial terms both died, Warren Harding and John Kennedy. Kennedy would've clearly ran again in 1964, and I'm not aware of any signs Harding would've not ran again in 1924, but that also means it wasn't the case when first taking office in 1921.

It's not at all clear that Biden will be a one-term president. Given that he keeps saying stuff like "in my first 4 years alone" & "just in my 1st term," it sounds like he's somebody who - health permitting - intends to run for re-election if he's indeed elected to the presidency.

I think this is probably true, but mostly because, other than James K. Polk, there haven't really been any presidents who were clearly one-termers, especially if we're not counting individuals who weren't elected to the office (e.g. Ford). And I think that Hayes was similar to Biden in that he probably could have run if he wanted to, despite widespread speculation that he would only serve one term (although unlike Biden, iirc Hayes did publicly promise to only serve one term).

He stated in December to supporters he was only serving 1 term. Granted, he's actually won the nomination now and will likely win the election. Changing circumstances and all that. But it's not just health (or age), he's clearly a placeholder to me. Still, compare his chances of being a single-termer to all previous presidents, you're going back to Hayes to find someone so likely to be one term at the beginning of their service.
