I would say yes. He was truly the 3rd most culpable person in causing problems during World War 2, only following Hitler himself and Hirohito of Japan.

Didn't expect I'd jump on this thread to defend Petain but surely Himmler, Goering and other high ranking german officals rank higher on this list?

Petain was a war criminal and a fascist; he was tried in France however

Given Nuremberg was apparently specifically for members of the Nazi government and not for collaborationist regimes, no.

He should have been executed like Laval was, however.

Every Nazi official who oversaw the "Final Solution" caused tremendously more problems than Philippe Pétain.

He should have been executed like Laval was, however.

He was 89 and already severely senile when tried. Executing such a person is way over the top.
