In terms of pure policy...Will a Biden Presidency be more like a third Clinton term, or more like a third Obama term?

Policy-wise closer to Obama, he would actually govern to the left of Obama. This is more due to the country and Democratic Party moving to the left certainly since the Clinton years and even since the Obama years than about Biden himself.

1.  Last week the Tax Policy Center published its analysis of Biden’s plan to increase taxes on the rich. The plan would raise $4 trillion over a decade, making it — if enacted — one of the largest wealth transfers in American history.



2.  He is proposing more generous subsidies and medicaid funding along with a public option in order to achieve universal health care.

3.  A combination of $17 trillion in clean energy investment and a suite of tighter regulation to bring emissions to zero by 2050.

4.  Combined $2 trillion in new spending on early education, post-secondary education, and housing.

5.  $1.3 trillion infrastructure plan.

6.  $15 minimum wage.

Biden is a loooong way from Clinton-style triangulation.

In the context of the 90s, it's hard to see how Clinton was center right.  To me, he was clearly on the left.

For most of his life Biden was more of a Clinton Democrat, but these days he resembles an Obama one. Actually, he is almost certainly to Obama's left.

Regardless of whether he wins or not though, he will definitely be last Democrat from the Clinton era, or before, to be the party's nominee.

I think it was more the era they governed in than personal political views. Clinton would probably have been Obama-like if governing in '09-'07 and Obama would have probably been Clinton-like if governing in '93-'01. So I guess if you want a straight answer yes Obama but that doesn't say all that much about those two on an ideological level.
