Any sane person would answer 50s. Paul Anka, Harry Belafonte, Roy Orbison, Muddy Waters, BB King, Hank Williams, Elvis Presley, Johnny Cash, Sam Cooke, the list goes on.

The 1970's.

The 1960's is the runner-up because until the British invasion; after there was nobody to fill the void of Buddy Holly, Chuck Berry, Elvis, Little Richard, etc. the first half of the decade featured mostly forgettable music.
