It is not racist per se, but it is grossly insensitive. Trump is a bigot, but bigotry is not the cornerstone of his ideology. He believes as rectitude that political power rightly reflects economic power (itself not racist, but in view of economic disparity with racial overtones such hurts blacks and Hispanics) and in the Rand ethos of every-man-for-himself ethos that leaves multitudes dependent upon abusive employers who demand much and offer an animal level of existence.

It is perfectly legal to believe many things -- even Nazism, Stalinism, Maoism, Trotskyism, Ku Kluxism, and the ideology of  of ISIS. Acting upon such beliefs may be objectionable or even criminal. We are also free to deny the reality of gravity and believe that we can fly safely out of a tenth-story window.
