I recall way back in 1989 having Computers in my Public High School in Oregon, including a Computer Science Class as an Elective (Which naturally I did).
This included basic computer programming and items of this nature.
At that time Oregon was going from a transition from an overwhelmingly based Timber Economy and increasingly moving towards more of a Tech based Economy, although Timber was still King to a large extent in terms of employment numbers.
Many unemployed Mill Workers ended up finding jobs in the Tech Sector, precisely because of these types of programs in Oregon, such as exhibited in the forms of Computers in '89.
As a former Political Scientist with a specialization in German Politics, I seem to recall that part of the reason for the collapse of the former GDR (East German Government), had less to do with the Red Army Occupation Forces as a legacy WW II scenario, and more like a crisis of confidence among the elites when it came to economic policy in the late '70s/ early '80s where key members of the Government wanted to invest in Modernization of the the Mfg sector to be able to more effectively compete economically with various regions and invest in Computers when it came to Factory Technologically and a Leaner Mfg model.
East Germany was one of the largest Economic Powers in the World back in the days, and had they made the investments in Computers (Prior to '89), perhaps the movement towards "Socialism with a Human Face" might have come from Germany and not Russia....
