The answer is "all of them" for most neo-liberal.

Trump and Obama are the least neoliberal from each of their parties though, probably.  What made you say Carter is less neoliberal?

I would go:

1)Reagan
2)Bush 2
3)Trump (tax cuts and deregulation outweigh protectionist trade policies in my book)
4)Bush 1
5)Carter (presided over the start of a period of deregulation that continued into the 2000s)
6)Clinton (governed liked a neoliberal-lite after 1994, but his push for universal healthcare as the key legislative initiative of his first term puts him below Carter for me)
7)Obama (the only one who wasn't really a neoliberal, though some of his officials were)

Carter was the OG 'neoliberal' in fact, although anyone elected in 1976 would have been neoliberal.
