The Attorney General is a more powerful and certainly more prestigious job than the Secretary of Homeland Security. It'd be odd to reward Sessions with the latter, especially considering how much of a terrible byzantine joke of a bureaucracy DHS is. I doubt that Sessions wanted to be Secretary of Homeland Security anyway.

Moreover, Sessions may have been Stephen Miller's mentor, but unlike his most infamous acolyte, he's not only obsessed with (limiting) immigration. His policy interests are broader than that.

Because Trump thought Sessions would be better served being his flunky at the Justice Department. Surprisingly, and to Sessions' credit (*dry heaves*), that wasn't the case. That is why we have the Attorney General that we do now.
