Austria abolished that nonsense in 2004 according to Wikipedia. Some Swiss cantons, however, still enforce that law.

Is it actually enforced?

Oh yes. For example, the Green Youth is staging a demonstration in downtown Hanover right now, which is allowed. The police, however, forbade them from using whistles, megaphones and musical instruments. The Hanover administrative court approved those police orders by speedy trial.
