has he ever had positive approval numbers,  I know several people who voted Bush but think Cheney is a evil businessman.

Harris had him 69-20 in October 2001.

Don't they realize that Cheney has way more control than Bush does? Cheney and Rove certainly are the policy makers in the administration, while Bush is the puppet who makes the speeches.

I still love SurveyUSA's internals in Washington...

Seattle metro is 53% of the sample; disapproves 61-36
Western is 27% of the sample; disapproves 64-32
Eastern is 20% of the sample; disapproves 55-42

Kerry probably broke 61% in the Seattle metro, so I find that a little difficult to believe.  And there is no way that the non-Seattle metro west disapproves more.
