Me personally, I support a representative EV system, I think it would be the best system for making every vote and every voter count.

Assuming we keep the electoral vote system, I like the idea of states dividing their EVs proportionately (e.g. if a state has 10 EVs and one candidate gets 50% of the vote, another one get 40%, and a third one gets 10%, then candidate A should get 5 EVs from that state, candidate B gets 4, and candidate C gets 1.).

Pretty much this. Maybe with a 2nd round if no one gets a majority of EVs

The EC protects the rural voters for the tyranny of the urban majority taking their stuff: see California's resources being funneled from small towns to the majority in the cities. 

It's their last say in the federal government that they can win without gerrymandering.

This is described in the representative system I mentioned above.

But it isn't? The ME and NE system is based on Congressional Districts, which is completely different from what I was proposing.
