Trump cornered on border wall
The president doesn’t have GOP support to go through another shutdown or declare a national emergency — pressuring him to back whatever deal Congress makes.

Trump's magnifcient border wall was a stupid demand from the start... it's just when he first started to make it he didn't exactly expect to win the presidency.

Why does he need congressional approval to declare a state of emergency?

Don't question it. Just accept it. For once our own Constitutional or Congressional procedures may have actually not backfired on us.

He doesn't, but Congress can vote to end it.

Checks and balances.  Separate and equal branches of government.  Separation of powers.  Both House Speaker Nancy Pelosi and Senate Majority Leader Mitch McConnell are giving Trump a civics lesson the hard way, since he apparently failed to learn the basics when he was in grade school.
