On seeing the thread title, my first reaction was they'd caught some federal agents taking bribes of $19K to let people in the country for this.

Maybe it could be part of a package deal where the expecting mother has an all-inclusive stay at a Trump hotel and the option to add a green card by making an investment in one of Jared Kushner's real estate schemes.
