Liars typically accuse those who catch them in lies and accuse the liars of what they are -- as liars. Those who make false statements out of flawed knowledge might ask for clarification and then make fitting adjustments. Such requires the maturity of open-mindedness and the recognition that one can be very wrong.

In my experience, the worst liars convince themselves of their own falsehoods as truth. So convinced, they are certain that the rest of Humanity lies when it contradicts the liar. They can no longer accept the usual tests that people have of truth and falsehood such as internal consistency, outside evidence, and experience.

Are you speaking of Trump or the UN here?  Granted, Trump is worse than your typical UN bureaucrat, but that's only because he lies about everything, whereas typical UN kleptocrats are more selective and only lies when it actually benefits themselves.
