The 2000 primary campaign Rove ran in SC probably beats out anything Atwater did in terms of dirtiness

Atwater had a much more lasting impact, and not a good one. Rove would've never been possible without Lee Atwater. If you haven't seen "Boogie Man: The Lee Atwater Story "(https://www.youtube.com/watch?v=c-Ktgw2PxfE) I recommend it.

When I was having lunch with muon this past summer, we were discussing longterm political trends.  He voiced the interesting opinion that Rove actually was kind of nothin' special, as he felt he could go all-in on trying to win over rural holdouts and increase Evangelical turnout, all the while taking the suburbs for granted.  He was so convinced that (certain) suburban voters would remain solid GOP that they didn't need to be worried about.

Clearly wasn't that visionary.

I mean, 2004 was 14 years ago. Things change, regardless of who is a campaign manager.
