I'm proposing an alternative amendment.

As I explained previously, $100 per inmate per year is insufficient. The average cost for a counseling session is $26. Other treatments can be even more costly.

$400 sets a higher limit to how much inmates can claim while also allowing wiggle room so that those that don't have significant mental health or substance abuse related issues won't be paid for nothing.

We're quite close to going into deficit with your current budget proposal. It makes it hard to fund additional funding requests like the one above.

And I thought you were against using discretionary funds as a slush fund, per Fairbol?
