Koch and Giuliani.

Giuliani's exemplary leadership during 9/11/01 cannot be denied.

Regardless of his legacy now with him associated with Trump.

David Dinkins or Ruth Messinger could not handle 9/11 the way Giuliani did.

Technically this is true. Though I'd vote Ed Koch since that was the last time the city was affordable. NYC was still affordable under Dinkins but he was was a disaster.

Having read about the earlier ones some more, I have to vote for Wagner, his record on gay bars not withstanding. At least he actually accomplished positive things.

It's not exactly an inspiring list is it? I suspect it would be more accurate to invert the question and ask which of that shower was the worst?

Dinkins is basically the canonical answer to this question, no?
