Seattle and Dallas (2 links back there) have recently done it.  Seems stupid to me.  Don't they want more people riding bikes?  Isn't that a good thing for cities?

In China, bike sharing has become so popular that the bikes are cluttering up sidewalks and becoming a serious nuisance, with many bike companies going bust. So some regulations are reasonable, but the problem is they take a life of their own.

It can be good and bad. Bikes are great and entrepreneurship is great, but this is an area, like transit, that lends itself to monopoly so that an optimized citywide system can be constructed.
