Since my understanding is that the IRL Federal Rules of Criminal Procedure are the law of Atlasia unless specifically amended post reboot, this bill changes the rules a little. Peremptory challenges are when each sides lawyer gets to kick people out of the potential jury for literally no reason at all. You get unlimited challenges on fairness and bias which Im fine with, but peremptory challenges are in addition to that and they can literally be for no reason. Statistically, this is more likely to result in juries with less minority representation which could impact whether or not the jury is a fair and accurate cross-section of the community in which the crime was committed. So this change reduces the number of allowable peremptory challenges and as house-keeping eliminates the obsolete part about death penalty cases, since we have basically abolished it in Atlasia federally.
