It's easy to tell 18-30-year-olds that they should vote more if they want politcians to listen to them, but what do you suggest for people under 18?

The internet doesn't care how old you are, for one thing.

If you're speficially saying "How do teens get their congressperson to consider their opinion?", well most congressmen don't even care about the opinions of people who CAN vote for them.

To a degree there is. I mean siblings tend to display some hive mind qualities like having the same opinion and saying the same thing at the same time

Voting isn't the only thing you can do in this country to make political change.  They can do an enormous amount of things if a group of teens had good organization and a clear strategy.

the same could be said about toddlers or turtles.

as for the OP, wait, listen and learn.  You have plenty of time.  Enjoy your youth, worry about the "stupid sh**t you can't do anything about but think you can if you just care more" while you're in college not waiting, listening or learning like normal bleeding hearts.

Before they turn 18 and vote, it's pretty much limited to knocking on doors and phone banking for candidates - I did so for I believe at least four campaigns before I turned 18-- write letters to the editor and/or legislators or Executives in government, show up for public meetings like at school boards, and protest in marches and the like. Oh, I also don't think there's any prohibition on people under 18 contributing money to candidates, so yes even most teenagers could afford a $20 or $50 contribution if they really support a candidate.

There are plenty of ways to be involved in politics aside from voting.
Volunteer for political organizations, demonstrate and protest in worthwhile causes.

Once you're in high school, ask around and see how you can get involved. Even if it's just local stuff.
