With veto-proof Democratic majorities in state legislature, he is a virtually powerless figurehead.
Most politicians in such positions are popular since they don't have to take tough decisions and can stay above the everyday political fray (just look at the presidents in most parliamentary systems).

I wouldn’t say he’s powerless.

He projects competence and zero drama, he doesn’t pick fights, and he has distanced himself publicly from the national party, especially on social issues. The Mass Democratic Party has historically been split like Kansas GOP (but this is less of a factor now that so many conservatives have died or retired or moved left) so a Democratic Governor always polarizes some faction of the Dem party.

We are also a wealthy, successful state, which helps.

MA just likes moderate Republican governors in balance with a strongly Dem controlled legislature. Baker also seems to be a dude who doesn't pick fights and has a pragmatic less ideological governing style. Political junkies sometimes seem to forget that a large number of Americans don't care about ideology that much.

A lot of Democrats don’t actually want to govern. Democratic supermajorities overseeing a Republican executive sounds like heaven for comfortable suburbanites who stupidly care about bipartisanship.
