FF move but work requirements are bleh. I hope those get rolled back if Democrats can take both chambers next year. Nonetheless I'm curious as to why the Republican-controlled House (and, apparently, Republican-controlled Senate) passed this pretty much on their own volition. Northam must be more savvy than we thought.

Probably because he didn’t act like he cared too much. If he had made it into a major battle, they couldn’t have afforded to give in.
