Given that many worked in the effected industries my guess would be lean against.

Fwiw, the Congressional Black Caucus opposed NAFTA.

Part of it was because of a "fear that preferential treatment for Mexican goods, particularly agricultural commodities and textiles, will result in immediate and significant loss in trade revenues for Caribbean countries, the majority of which are black".

Also due to more traditional manufacturing concerns (https://www.washingtonpost.com/archive/local/1993/11/13/blacks-take-a-hard-look-at-nafta/4b6c2656-362a-479f-83a2-ddf67c9648cb/).

Latinos tended to be more supportive, at least in Congress. Many of the members representing Latino areas voted in favor, especially along the border where NAFTA's trade increases would be beneficial.
