Cuomo isn't going to be a Democratic nominee for President, but this is hardly career-ending material in itself. This particular lawsuit itself (against Cuomo/the governor's office) is likely frivolous, even if the sexual harassment did happen (and of course there are substantial doubts that it even happened; this sounds a lot more like a consensual relationship that ended poorly).

The lawsuit is claiming that Cuomo's office didn't act promptly enough (?) on allegations against a mid-level government bureaucrat who didn't even work in Cuomo's office (though he did happen to be appointed by Cuomo, New York has hundreds of such positions, and this guy does not seem to have been especially prominent). I know everyone hates Cuomo (and I am not a particularly big fan), but don't get worked up over small stories.
