As we promised in our October 2017, this is the first step in bringing under control the unfunded bills that have saddled this chamber. Most of them from the other chamber I would note. Bills like the college for all act, which contained a rather large unfunded appropriation, was passed by the Senate overwhelmingly and dumped on us this summer without the slightest trace of funding.

We are aware of this and other such instances of us being graced with unfunded appropriations and mandates. Therefore this is the first step in ensuring fiscal responsibility by the members, starting first with a statement by ourselves and by restraining ourselves, that the House is going to require all bills to have such funding or spending offsets, to be brought to the floor.

Of course there are reasonable situations where we should not constrain ourselves, for instance in the case of an emergency or and economic downturn, this rule shouldn't be taken as a rule dictated austerity provision. If there are alternative suggestions as to how to word and deal with those circumstances, I open to amending the last portion to improve it.

I am so happy to see this finally being introduced, and it is my hope that members of the House can see why this is incredibly important. 

Many of these bills are wonderful and have had my complete support, but without funding, we have no way to reasonably sustain them without severely damaging our budget.

I fully support this bill as we need to bring fiscal responsibility to our government and take the first step to eliminating our deficit so future generations won't have to deal with the burdensome national debt.

While this sounds nice in theory, I would encourage members of the House to reconsider. If you don't support a bill, you're fully capable of either amending it or voting it down. Creating a separate category of bills with a different voting threshold is... very arbitrary and also likely to discourage participation in the future. I'm not planning to get into a big argument about this, however, since I'm not a member of this body. This will be my only post.
