Simply put, half a year is an awfully long wait to change regions.  A full presidential cycle is more appropriate.

Okay let me play devil's advocate here for a moment because I'm not sure how I feel about this bill. I think the main reason for the waiting period is to prevent strategic registration and ensure that people actually commit to a region when they move there. With Senate terms being 4 months, citizens could theoretically move to a new region a week before the election to vote in their preferred contest and then after 4 months, they could move to another region where they could vote in the same class of Senate elections for their preferred candidate again. The same would be true for the South and Lincoln's governor elections (Fremont's terms are 3 months).

So while 6 months (and even 4 months) seem like a long time, we have to remember that events in this game only take place over the course of months of time. And that regional membership only matters for regional elections (governor, assembly, parliament) and regional elections for Senate (one class every 2 months for terms of 4 month long). If we lower the threshold to 4 months, are we really preventing strategic registration in any meaningful way? In Fremont, yes, but in the other 2 regions, I'm not so sure.

A 4 month limit forces citizens to be eligible voters for 1 executive election (2 in Fremont), 2 regional assembly elections, and 2 Senate elections (one of each class). A 6 month limit, on the other hand, would ensure voters have to participate in more elections before leaving. The aim of Atlasia is becoming a meaningful member of your regional politics and elections, no? I'm not sure that lowering this limit accomplishes that goal, as much as I tend to lean toward lax restrictions in this game.
