While it's probably not the best use of public funds, and perhaps insensitive without proper messaging, there are going to be lots of pointy things and other newly-created hazards all around Florida after the hurricane, and people do need to be reminded to deal with them before they hurt someone.

This would makes sense a week or three out when some semblance of normal has returned.  Not 6 hours after a disaster when it would still be quite impossible to do anything about it.

While doing this literally the day after the storm might be a bit much (maybe they should've done it the day after or so), they need to do this to clear out hazards ASAP. If nothing has been done in 2-3 weeks, then they can start writing up actual citations.

I have to agree with Santander.  It should be exceedingly clear that this is not a "warning" or a "violation" but simply a "marker" for something that should have high priority for repair, not unlike utility crews marking underground gas and electric lines.

You can argue about whether having these people help with the cleanup is a better use of resources... but people are gonna clean up and repair things in a rather random order and sometimes you need to be reminded that something you're overlooking for the moment should be high priority.

Give them a generous amount of time to fix it, then warn them, give them a bit more time, then cite them.

And maybe spend a little bit to inform people that this is the purpose before storms hit so that they don't feel put out like these people did.
