He needs to go to jail.
But instead, many police officers that do stuff like this, get off easy and are allowed to work for another police department (usually in a different state).
Also, when the public sees stuff like this, the entire nation loses respect and confidence with their own police departments.

PS: In the video there are two other police officers who witness him planting the drugs. The department needs to reprimand them also.
