I don't see how in the world that is Unconstitutional. If Congress had the time, it technically could pass every line independently. As a matter of practicality, they do not and really cannot do that (and in the case of some agencies it could cause problems).
A line-item veto, as such, violates the plain wording of the Presentation Clause of the Constitution. The President may either sign the bill, or return it; there is no authority to return only part of it.
Only cancellation within certain strict guidelines would be constitutional.
