This first came up in the 2000 South Carolina Republican Presidential Primary. The Bush campaign was urgently looking for a way to suppress McCain, who was on the rebound after winning NH. So, Karl Rove made up polling questions that were circulated around the state's Republicans like, "Hello. I am from an independent polling firm. If you knew that Senator McCain had an illegitimate child from Vietnam would you be more or less likely to vote for him?" It's an evil tactic that spreads something false about the opposing candidate.

Oh.  That's despicable, but shouldn't be illegal.  I don't think the government should regulate campaigns, really.
