This reminds me of the current state of appointments of key government positions:

The Trump administration has clearly fallen behind in number of confirmed government appointments compared to all four previous presidential administrations (Obama, Clinton, and both Bushes). The second-"slowest" of these presidents was George W. Bush who at this point had about twice as many appointments confirmed as Donald Trump.

At what point can we say that the fact that Donald Trump remains president is paralyzing the U.S. government?
