I don't think Trump would do anything this directly with Carter Page with the Russian government. Carter Page was a low level flunky and anything of this magnitude would've probably been communicated with Manafort. Remember Manafort was paid by a Putin subsidiary in Ukraine and has direct lines to the Kremlin (and a stronger relationship) with Russia. There's also a couple of other Trump world people who have stronger connections to Russia than Carter Page.

Do I believe there is an informal agreement with Russia that was communicated behind backchannels? Probably. Trump refuses to criticize Putin, watered down the Ukrainian section of the GOP platform, and Russia supplied Wikileaks with the information about Clinton's campaign. I do believe there was/is an informal deal behind the scenes.

Trump was backed by Putinbots dating to the GOP primaries, as well, against Rubio. He had a noticeably harder line on Russia in 2014 but again, we need the tax returns to detail his extensive foreign operations around the world. The 2008-2016 tax returns most likely tell us a great deal about Russia and Trump's connections.
