Not just in looks, but in overall personality, affect, style, etc. Obviously, I don't think Rex Tillerson is an alcoholic, but every time I see him speak, or read something he said, I get a serious Yeltsin vibe from him. Then again, I'm too young to really remember Yeltsin when he was in office, so maybe this is totally off.

Is Tillerson a complete drunkard?

No. I'm thinking about the speeches I've seen from the two of them and their general mannerisms. Both come across as tired, not particularly excited about performing the task at hand, usually looking down at the speech, rather than at the audience. It also helps that they both have somewhat slow-paced and drawling voices, and are of a similar age and build (when holding their respective positions).
