Anyone who believed that he had an actual plan was deluded. This IS the plan. Ask the generals and then do whatever they say. Nobody paying attention to the campaign didn't know that. It's sort of a plan, a retarded plan of course to go in and ask the generals like a stark naked idiot "What do I do now?", but a plan nonetheless.
