Not at all.

He lives in Kansas and is a moderate, explaining the Perot-Dole (Dole did great in his home state) votes. He voted for Gore because he actually liked Clinton's policies (only voted for Dole because of favourite son). Voted for Bush because of 9/11; switched to Obama because he turned on the Iraq War and didn't like the Great Recession. Voted for Romney because he thought the Democrats had shifted too far left and hated Obamacare. Voted for Clinton because he wanted to say he voted for the first female president, and voted for Trump over Biden because at that point he was a standard Republican (literally the only reasons he voted for Clinton were because she was female and Access Hollywood).

Hawkish Latino business owner from Texas, conservative leaning but with an independent streak. Voted for Perot who he respected as a fellow businessman, Gore in 2000 because he'd disliked Bush as governor but briefly developed a respect for him post 9/11 which faded in his second term and led him to vote for Obama because he felt the need for change. Voted for Romney because he disliked Obamacare, Hillary because he was put off by Trump's rhetoric on immigration but Trump in 2020 due to fear that Biden would impose a federal lockdown and hurt his business.
