Is Chair of Outreach a newly created position to get Bernie into leadership?

Is Chair of Outreach a newly created position to get Bernie into leadership?

Yes, compared to current leadership:

Senate Democratic leader and Chair of the Conference: Harry Reid
Minority Whip: Dick Durbin
Chief Deputy Whip: Barbara Boxer
Conference Vice Chair and Policy Committee Chair: Chuck Schumer
Caucus Secretary: Patty Murray
Senatorial Campaign Committee Chair: Jon Tester
Policy Committee Vice Chair: Debbie Stabenow
Policy Committee Strategic Policy Adviser: Elizabeth Warren
Policy Committee Policy Development Adviser: Mark Warner
Steering and Outreach Committee Chair: Amy Klobuchar
Steering and Outreach Committee Vice Chair: Jeanne Shaheen

Boxer is out due to her retirement and looks like Shaheen dropped out on her own. Looks like there was some shuffling around of the other positions along with Baldwin, Manchin, and Sanders jumping on board. Also word is no one wants the SCCC job.

Is Stabenow basically the new Murray as Murray moves one step up?

So they still haven't found someone to run the SCCC? Interesting to pull Manchin into the leadership after his comments about Reid

I'm not entirely sure how the hierarchy technically works.

Isn't it a little odd that the "Chair of Outreach" for the Democrats is someone who is actually an Independent rather than a Democrat?

That actually makes a great deal of sense despite his general lack of any time in the Senate. IIRC, he was chair of the DCCC from Jan. 2007-Jan. 2011.
