The man — Vernon Goyne who lives on Raccoon Lane in Berkeley Springs, W.Va. — fired a handgun at the deer in the 2300 block of Chain Bridge Road NW in the Palisades area, according to a police report.
It was not known if he was trying to hunt in that area or doing other business there.

And while not mentioned in this story, he apparently was hitting the deer with a stick since the handgun shot didn't kill him. Although I would think that a handgun shot to the head at close range probably could kill a deer, so why the stick?
Of course, hunting of any type is illegal in D.C. and where he shot the deer was a linear park, with jogging trails, playgrounds and houses on both sides.
Puts him up there with Florida Man or Texas Man.
