Let's say Trump loses in 2016, and fails to get 40% of the vote.

But then he never shuts up even after losing, and still gets tons of media attention, and doesn't change at all.

When the 2020 GOP primaries come around, Trump wins even more decisively than he did the 2016 primaries.

Now he's in a rematch against an incumbent President Hillary Clinton, and again loses with less than 40%.

How would the RNC respond to this? How could they get their base to change, or change their base? How would they change the nomination process?

They'd probably dump Trump at the convention if this happened.

And if they couldn't dump Trump, a major Republican would run as an independent and the RNC would openly (or not) endorse them. Republicans would go batsh*t crazy if Trump took their party's nomination AGAIN.

I think your timing is off.

If it was clear by 2018 that Trump was going to run again, the establishment would be ready for him and take steps to that effect. Rule changes, attack ads could all be in place before he would run again for 2020.
