It's a pick that Clinton makes if she feels she can more or less handle Trump herself (no VP bounce nation-wide) and just wants someone easy to work with and is mostly scandal-free...which Kaine most definitely seems to be.

Won't excite the base, won't bring in new voters, but then again won't bring any negatives to the campaign either and importantly won't upset donors....so it's basically Clinton saying "I like the status quo of this election season...let's keep it going like this"
