Take out the part about cyber warfare-that implies that it's offensive when in fact it would  basically be a scheme to stop the Chinese/Iranians from hacking into our governmental computers etc.

The rest of the bill doesn't breach the constitution IMO, as it simply gives funding for police measures and a National Guard (which is a reserve force)

I would recommend implementation of this measure. The Pacific passed a similar bill, and it's paying off big-time right now (we have a National Guard to deploy to apprehend militants and prevent further attacks).
