Second Constitution Proposition

1. The Midwest Region shall compose a new Constitution.
2. At the Constitutional Convention, all Midwest members who specified that they would like to participate a week beforehand shall be able to cast a ballot in all the Convention votes.
3. After the Convention members have agreed that the new Constitution is finished, it will be formally ratified by a public vote.
4. The Convention will begin July 22nd.
