Carter wasn't a warmonger, and Hayes let Jom Crow get started.

I don't agree with those rankings at all, but it's completely understandable if peace is your first plank.

Carter would have declared war on Germany and Japan too after Pearl Harbor and Hitler declaring war on the US.
