Clyde sponsored this on my behalf.  I know he technically needs to speak about the bill, but if the Assembly will indulge me, please let me start.

Northeast Election law is a mess.  Some of it is on the Wiki.  Some of it is not.  The waiting periods before starting different types of special elections aren't uniform.  And it's not in one place, making it difficult to administer elections.

This bill would create a commission similar to that used to look at the vote tallying rules to look at the current state of Northeast election law and propose a consolidated bill that would encompass all of it.  The commission would be able to propose changes to current law, but would have to explain to the Assembly why those changes are proper.  And, just like the vote tallying commission, this commission would report back to the Assembly, which would have ultimate say over whether to pass or amend their proposed law.

The members of the commission would be similar to those on the vote tally commission, me, as CJO, the Speaker of the Assembly, and someone named by the Governor.  I've thought of just doing it myself and proposing a bill, but the task is huge and I'm not sure that I've found every relevant election law.  Three heads are better than one.

Thank you.

The Northeast could do with having an up to date bill that makes our elections as fair as possible-like most things in Atlasia it's a right pain to find out information. I'll sign this bill if it hits my desk

I'll extend the debate for another 12 hours. A 48-hour vote will follow.

I think this is a good idea. Even if changes are minor, collecting it all and consolidating it in one place is definitely the way to go.

Yeah, that needs to be addressed. Special elections need to be simplified and uniform also. One of the things we did back when I helped write the new Pacific Const. was that an election can start at any time on the day that it's supposed to start and then conclude 72 hrs. later, and I always really liked that because it was very convenient.

I support this - it'll make sure that all of our electoral rules are up to date and consistent.

Is there a chance we could get this done before the next set of assembly elections? I'm just trying to work out the timescale

If we start as soon as this passes, if it does, then we should get it done in time for the next elections. There's a 30 day threshold in it, which would give the commission until 4th/5th December - the election should be the 18th.

Just because the committee has up to 30 days to report doesn't mean it couldn't be done quicker, if necessary.

Yes. I was just using the worst case to show that it would definitely be completed before the election. Smiley

It's traditional to do this in your office thread.  It's also traditional to repost the text of the bill there, just in case someone decides to delete Assembly legislation again, like SitNick.  I will do that this time, but the Speaker should routinely do so going forward.  The reason is that with duplication, we then at least have another place where we might find it.

The bill also requires you name a person to this commission before I, RGN and whomever you name can get started.
