In an American context. Another pet issue of mine. Will rant on about this in detail at some point , but right now I'll simply suggest that the broad strokes of my "plan" would entail laying off a considerable portion of present mid-level "government employees" (whose ranks are bloated, often unprofessional, and hampered by decades of congressional and special-interest group meddling) and using the savings to competitively compensate a re-professionalised senior civil service drawn from the "best and brightest" who would otherwise go into the private sector.
Instead of outsourcing tasks to specialised government consulting firms (which rarely saves any money) that actually have the talent, their functions would essentially be brought in-house; maybe the government should just buy out Booz Allen and the like outright to avoid screwing over their owners.
Right now, government jobs are often just dished out to veterans, with minimal regard for qualifications, in a fashion that could have been taken right out of some third-world country trying to avoid instability.
