Jeb needs a public speaking coach to tell him one of the first rules of public speaking, which is that instead of stuttering, saying "uh", or repeating your words, just slow down and take pauses.

He constantly says "uh" in interviews, but NOT in his (scripted) speeches. He might slip in a rare "uh" in speeches, but the difference is huge. This is one of the many reasons why he is seen as a great speaker, but only a competent debater (not a great one).

As for Jebs performance in this clip, it wasn't great, but it wasn't exactly catastrophic either.

Obama's definitely not a great extemporaneous speaker.  In 2007 he was famous for his glorious speeches (particularly his 2004 Keynote address, which he practiced for three months) but once he got in the debates and had to speak of the cuff his momentum and support shattered.
