Looking at BBC's website
http://news.bbc.co.uk/1/shared/vote2005/flash_map/html/map05.stm

In Northern Ireland there seems to be a hole.  It is as if area in that hole does not belong to any district.  Any reaons why?

Thanks.  I thought it might be something like that but need to make sure it was no some "special" zone that I did not know about.
