Since it looks like the President is about ready to go to Congress to ask permission to fight ISIS, presumably a declaration of war is imminent, how will the war against ISIS affect the 2016 race?   Who does it favor and what do each of the potential candidates in both parties bring to the table?

I doubt we'll see an old fashioned Declaration of War.

It will be interesting to see how Paul and Cruz vote. I suspect Rubio to vote yes. But the language will probably be rather vague. The big issue for the campaign will be ground troops in Syria or not. Lindsay Graham is all for combat troops in Syria, where will the other candidates fall?
