28% believe Bush was responsible for the poor federal response to the storm that hit 3.5 years before Obama became President, while 29% say Obama is more responsible than Bush. 44% aren't sure whether President Bush or the junior senator from Illinois was more responsible for the poor federal response.

I guess that's they only way to interpret Katrina, if you believe African Americans are supposed to be living below sea level in a hurricane zone.
