Voting is all over except for ratification.  If you feel the change is necessary, just propose a simple amendment in the Senate after the ratification.

I actually proposed a provision allowing the Senate to appropriate money on behalf of the general welfare, but I'm a little socialistic, so what.  No one wanted it, even after the Supreme Court declared half our government unconstitutional.  I think they'll regret that down the road.
