Centerville/Des Moines, Moxie.

Whereas the Atlasian State and the Midwestern regional administration have fallen in a state of chaos, as a consequence of the political infighting, the degeneracy of the ruling elite and the blatant incompetence of the various administrations involved, the free and sovereign people of Moxie, constituted in Civic Assembly, states the following:

-The Civic Assembly confirms that the federal and regional administrations of the Atlasian State have no other response to the present political crisis than the threat of violence and the advocacy for repression.

-The people of Moxie feels that the authority of the government must not be based solely on the state-imposed force of law. A legitimate government must have the sanction and the consent of the governed and must be committed to solve political crisis by political means. When the government is only committed to repression, its authority lacks of legitimacy.

-Growing concern and disaffection have determined the people of Moxie to exercise, freely and spontaneously, popular sovereignty. The Civic Assembly determines that the best way to exercise sovereignty and oppose the repressive threat represented by federal and regional administrations -as well by several informal groups- is civil disobedience. As long as the political crisis is unsolved and the authoritarian threat persists, the Civic Assembly advocates for disobeying orders and instructions and for self-rule.

- The people of Moxie is organised in autonomous, self managed and sustainable communities in concentric circles around the town of Centerville. All communities are represented in the Civic Assembly, which represents the popular sovereignty.

- The Civic Assembly states respect the desire for self-rule of the Native Atlasians and the Bluster Volkstaat, supporting their commitment in the defence of ancestral traditions. However, it doesn't back NE secessionists, considering them an expression of Confederate nostalgia.

- The Civic Assembly is committed in the defence of all Atlasian minorities and backwards classes. Also, the Assembly backs territorial claims by Native Atlasians, with special mention to the Five Nations. The Five Nations (Cherokee, Choctaw, Muskogee Creek, Chicksaw and Seminole) were expelled in the XIX Century from their ancestral lands located in the Southeastern Atlasian territory, forced to path the infamous Trail of Tears and placed in reserves, located in what is nowadays part of the Bluster territory. After a meeting with representatives of the Five Nations, the Civic Assembly agreed on backing their demands of land restitution or fair compensation by the Atlasian State and the South region.

- The Civic Assembly declares Moxie sustainable territory and is determined to reduce the carbon footprint to zero, following the plan implemented in the autonomous, self managed and sustainable communities. Fossil fuels and nuclear power will be discouraged in favour of renewable energies. The Civic Assembly adopts the windmill as symbol*.

-The Civic Assembly declares Moxie a demilitarised territory, free from military commodities such as bases and missile silos.

- The Civic Assembly declares persona non grata the following individuals and organisations: Gov. LeBron Fizgerald of the Midwest, Gov. Varavour of the Pacific, all the members of the Federalist ME branch, all the paramilitary militias backed by regional governments and informal paramilitary groups (i.e. the so-called Revolutionary Junta and the White Army).

- The Civic Assembly is confused about the recently appointed president Tyrion and states that he will be judged on the basis of his actions.

-The Civic Assembly calls all Atlasians to popular union against the policies enacted by the Atlasian elite and other reactionary elements which are disturbing the peace and harmony in the Atlasian State. They don't represent us. In this moment, the righteously indignant citizens are sat down surrounding the MW Governor's residence in St Paul. We call Atlasians to organise themselves and march towards Nyman.

*There are plenty of iconic windmills in Moxie, the one in the pic is a Dutch windmill in Pella.

I call for action to be taken to nip this 'Civic Assembly' in the bud, and in so doing see off the wreckers and the radicals who wish to undermine the state of Atlasia.

It's a rather symptomatic response to a pacific protest movement, Senator Cassius! Wink

We are commited to non-violence and urge Gov. LeBron Fotzgerald and President Tyrion to dialogue instead of repression.

Our demands for Gov. LeBron Fitzgerald are the following:

1) Respect for the self-rule aspirations expressed by the communities represented by this Assembly, including the Native Atlasian communities living in Moxie. As well to the demands expressed by Native Atlasians and other minorities living in the rest of the territories under the MW jurisdiction.

2) Explicit renunciation to the use of force and commitment to dialogue and negotiation.

3) Explicit renunciation to introduce his personal beliefs in the MW educational system.

4) Commitment with the demands of the Five Nations.

The Great Atlasian Turmoil - October 5, 3 a.m. Update

Midwest Theatre:
The Pacific National Guard has been ordered a ceasefire, yet has received no orders to leave the areas currently occupied; the states of Colorado, Wyoming and Montana. At the same time, the IDS Militia has left the areas of Kansas occupied, as well as the battlefield at Wichita, retreating back home; resulting in Oklahoma Free-State (also known as Oklahoma Volkstaat) keeping control over Wichita and large parts of Southern Kansas. The battle over Wichita has concluded, but still many residents of Wichita have not returned to the city, many of which are non-Caucasian, and are left trapped in their refugee camps to the north of the city, with no reaction from the Midwest Government, leading to extreme anger among the trapped. On the other side of the border, the Oklahoma Free-State has begun establishing an apartheid state, under the leadership of Mr Hashemite and the Vereinigde Gesuidwerde Atlasianer Volksfront (United Adjusted Atlasian People's Front). Meanwhile, peaceful protests in the Twin Cities have spread to Denver, Missoula, Topeka, Belle Fourche and Omaha, against Governor LeBron Fitzgerald and demanding his resignation, while he remains silent in his Saint Paul mansion.
Fighting largely ceased (2,078 dead reported)
Battle over Wichita having caused more than 1'500 dead

The Civic Assembly deplores and denounce the lack of response by Gov. LeBron Fitzgerald to the humanitarian crisis in Wichita, Harmony. Hundreds of refugees have reached Topeka, receiving volunteer assistance and accomodation by local citizens organised in a civic council.

The issue of demanding Mr. LeBron Fitzgerald resignation will be discussed today. In that regard, yesterday's reports were anticipating events. We urge the Governor to care about the citizens of the MW region, instead of threatening to use force against them. Currently, Governor's forces control little or nothing in Moxie, aside the environs of the gubernmental buildings in Des Moines. Protesters in Saint Paul are still waiting a comprehensive response to their demands.

Statement on the refugee crisis and the ongoing protests in the MW:

Elk Town (Moxie)/ Topeka (Harmony).

The Free and Sovereign Civic Assembly in Moxie stresses general commendation on the inactivity of the MW administration to address the ongoing refugee crisis in Harmony and states the following:

1) While the regional administration has undertaken literally no action in order to provide some assistance to the flood of refugees reaching Topeka, local residents have organised themselves in a civic council and have tried to accommodate people coming from Wichita in the best way possible. As soon as the news of the humanitarian catastrophe reached to us in Moxie, our residents and the local assemblies have organised medical aid, food supply and all the help which they could send to our brothers in Harmony.

2) We are trying to contain the righteous anger of Harmony residents against the regional administration, to the extent of our ability. As well, we are assisting them to establish their own peaceful and autonomous civic assemblies in Topeka and other locations. Other embryonic civic assemblies are being established in the Twin Cities, Fargo, Missoula and Billings, Omaha and Sioux Falls.

3) We urge the Volkstaat militias to retreat peacefully to their kraals in the Bluster Territory- once the troops of the so-called IDS militia withdrew-, in order that Wichita residents can return to their homes.

4) We urge Gov. LeBron Fitzgerald to send food and medical aid as soon as possible. We lacked the time to discuss on his incompetence and his unwillingness to address the people's demands, because we are literally consumed.

5) The Civic Assembly states an unambiguous condemnation on any violent action occurred in the MW, with special mention to explosions in the North Dakota University in Fargo, Serenity.

6) We are more determined than ever to exercise self-rule and popular sovereignty.

What is your complaint against the Mideast Federalists?

Well, basically we don't like the ME restrictive legislation on abortion (I take advantage to say that our civic movement is fully committed to feminism) and I noticed that Senator Cassius is leading a paramilitary militia against  the NE separatists. Such a move from a high rank public servant is a clear sign indicative of the level of degeneracy reached by the Atlasian State.

Des Moines (Moxie).

The Civic Assembly in Moxie, which represents popular sovereignty, has determined the following after hours of very lively debate:

1) The Civic Assembly will call for a referendum on independence in Moxie as soon as circumstances make it possible. We understand that independence would only affirm what is a de facto state of affairs since crisis broke out in Atlasia and the MW region. The Civic Assembly has been exercising, freely and spontaneously, popular sovereignty and civil disobedience against the morally illegitimate authorities and the various factions involved in the ongoing conflict.

2) The people of Moxie represented in the Civic Assembly will continue in the efforts to assist our brothers in Harmony. They told us that they feel released from the duty of obedience. We will endorse them enthusiastically if they decide any peaceful course of action.  Currently, we are sending aid and supplies through a route which links Des Moines with Topeka via Council Bluffs (see map below). This assembly continues endorsing, as well as providing counselling and assistance, to the ongoing protests and civic councils established through the MW region.

3) In the event of attempts to reduce by force the popular sovereignty, all road accesses to Moxie will be blockaded with all the means at our disposal. If the repressive forces were tempted to lift barricades, our people will sit down on the roads if necessary. All routes crossing Moxie are open to humanitarian aid.

Des Moines (Moxie)

The Civic Assembly will proclaim this morning at 9:00 (CET) the Moxie Free State, which secedes peacefully from regional and federal administrations. A referendum was held yesterday among Moxie residents, who were asked on the following questions:

1) "Do you want the Civic Assembly to become in the Moxie Free State?"
2) "If yes, do you want the Moxie Free State to become independent?"

The civic electoral commission finished the count at 00:30 (CST), proclaiming the following result:

First question: Yes 94%, No 6%.
Second question: Yes 98%, No 2%

Subsequently, the Civic Assembly certified the result and agreed on proclaiming the independence of the Moxie Free State with full effect as of 8 October 2014.

On a separate issue, a Civic Self-Defence Committee was established to monitor the security of the popular consultation and to protect Moxie residents from hypothetical outside aggression, as well to control road accesses to Moxie.

On the governor's statements yesterday:

Quote from: Gov. Le Bron Fitzgerald

Sadly, we note once again that Gov. LeBron Fitzgerald lives in a state of permanent withdrawal from reality. That is a clear symptom of the degeneracy of our regional cliques, obsessed with passing absurd legislation (a clear example of this the NE legislation on incest and pornography) while they constantly ignore the real needs of the people. Furthermore, the current state of turmoil has revealed the incompetency of regional and federal administrations in dealing with crisis situations.

On the refugee crisis, the blatant negligence of Mr. LeBron Fitzgerald is revealed in all its splendor. Firstly, he invokes a section of the Midwest constitution, as if the letter of the law alone ("shelter, food, water, clothing, medical care, education, and healthful environs") was useful to help refugees in Topeka. Secondly, he ignores our calls for immediate action (as well as our own efforts). He states that he's glad to see that the heroic Topeka residents are helping the Wichita refugees, but blame them because they had the audacity to protest against him because of his lack of response. He threats them with arrest, which is blatantly ridiculous. Furthermore, instead of sending aid immediately -the route to Topeka isn't blocked by militias or irregular forces- he says that he will discuss the issue with one of his officials. Meanwhile, he praises the individual efforts made by certain legislator -laudable but clearly insufficient and, in practice, ineffective- but he doesn't care in helping the initiative with any additional effort from the regional administration. "It will get better", says the Governor. Nobody gives credit to his empty promises, especially in Topeka. This is the way how crisis must be managed: Bravo, Mr. Governor!

On the other hand, the SoIA didn't report on the situation of those who remain in Wichita (and we are lacking of own reports), but the situation in Topeka was described in full details. We'll miss his updates, as they contributed to make this game somewhat funny and interesting. We wish him luck in his new office.

It's fairly predictable that anger against this man who lives secluded in his mansion -surrounded by peaceful protesters since three days ago- will increase in Topeka and other cities in the Midwest. The Moxie Free State has nothing to deal with him. We offer, as a sign of goodwill, our mediation between protesters and the blind, dumb and deaf regional administration. We are open to dialogue with the new president.

I am sad to see the people of Iowa to see through such a drastic action. I shall hope, this decision was made with good consent by every Iowan. Nevertheless, I would love to see a solution both parties, the people of Iowa, and the people of Atlasia can see through with.

I understand that there is a great anger with the people of Iowa, over the "permanent withdrawal of Governor FitzGerald from reality". I am sure, the Governor is doing the best he can; yet still the people of Topeka and Wichita need help more than words. Therefore, I have ordered the following. I hope the good people of Iowa continue to uphold their help for the people of Kansas, it shows that still in times of danger and despair, we are strongest only when we are working together.

As such, I can only repeat my pledge to the people of Iowa, and its Civic Assembly. Together, we all Atlasians, we are strong. I know, there are points of conflict, and I can understand that the people of Iowa are in grief; yet still, I shall hope there is nothing that cannot be talked about.

Governor Adelaide Simfan strongly abhors this nonsense. It is not in the spirit of the late, great, John Engle, who gave The People food and words.

Do you think so? I think is better to give a fishing rod than a fish. Furthermore, quoting president Cranberry "the people of Topeka and Wichita need help more than words".

The people of Moxie represented in this Assembly is pleasantly surprised with this inititiative and states the following:

1) The Civic Assembly wholeheartedly endorses the executive order issued yesterday by Cranberry, President of Atlasia.

2) The Civic Assembly and the Moxie individuals will continue upholding their help for the people of Harmony (also known as "Kansas"). Also, they are ready to coordinate actions with the Atlasian federal administration. As expressed in previous statements, all roads in Moxie are wide open to humanitarian aid convoys.

3) The members of the Civic Assembly express their clear readiness to collaborate with the President of Atlasia in the solution of the political and humanitarian crisis in the Midwest, as well as pledging allegiance to his administration.

4) However, this Assembly cannot express the same clear readiness with the current Midwestern regional administration, given its reluctance in helping refugees and addressing people's demands by dialogue.

5) The Civic Assembly leaves the road open to subsequent talks with the Midwest.

6) The Civic Assembly deplores all attempts to solve this crisis by force or legal coercion.

With great joy have I heard the news from Iowa! I know that this is the best solution for both sides, as talk and cooperation does so much more good than violence and harshness can ever do! I am content that together, we can solve the problems that face us today, and welcome a brighter future for us all!
